Public/ private competition and the empowerment to make decisions that have a lasting impact on the organization are the foundation of OMB Circular A-76. Stover & Associates, Inc. is very active in supporting Government organizations faced with the challenge of OMB Circular A-76 outsourcing.  In addition to our training courses, we offer hands-on support throughout the entire A-76 process, from development of acquisition strategies to implementation of the resulting contract.  We are prepared to support efforts in restructuring the organization along commercial lines to improve efficiency and reduce operating costs.

Recent Clients

Air Force Space Command selected us to provide training in Management Plan and Most Efficient Organization (MEO) Preparation training at five of their major locations. Following this effort, we supported the 45th Space Wing at Patrick Air Force Base, Florida in both preparing Management Plans and Technical Proposals.  We also conducted a Performance Work Statement Review Workshop at Eglin Air Force Base, Florida for their A-76 Support Team in conjunction with the Base Civil Engineering Group.    We also provided hands-on support to Robins Air Force Base, Georgia (Environmental Management Directorate, Paint Shop, Airfield Management, and Standard Base Supply System) and Holloman Air Force Base (Instrumentation and Test) as they prepared their PWSs, Management Plans, and Technical Performance Plans. 
We are providing A-76 training and support services to the NOAA/National Weather Service study of the National Training Center in Kansas City, MO. This study includes both Performance Work Statement and Agency Tender development.
Our efforts with the US Mint A-76 Study are ongoing and include development of the Most Efficient Organization, representing the Government's plan for meeting the Statement of Work requirements with the in-house team.
