was selected to provide proposal preparation advisory
services to three Government depot organizations
required to write nine different proposals. These depots
were competing with private industry for work that otherwise
would have been assigned directly to the depot. The
clients were production and maintenance personnel who
would eventually accomplish the actual work. These individuals
had virtually no experience in writing competitive proposals.
In fact, many had never even seen a solicitation. We
leveraged our Government contracting expertise with
our experience in supporting private industry in proposal
efforts to design and deliver top quality results. In
this particular case, we have an enviable winning record
of "seven for seven" on those programs that
have been awarded. Of particular note, we supported
Warner Robins Air Logistics Center in winning
the $434 million contract for C-5 Maintenance announced
in September 1997. |

Additionally, in January 1995,
Stover & Associates, Inc. was selected by the Defense
Commissary Agency (DeCA) and their contracting agency,
the Defense Information Technology Contracting Office
(DITCO), to support a major source selection. We worked
hand-in-hand with these Government professionals to
develop a best value source selection process, train
their evaluators and establish their plans. We successfully
completed this effort and guided DeCA through to completion
of their first Major Automated Information System Review
Council (MAISRC) source selection. As a result of our
outstanding performance, DeCA has retained our services
to aid their Program Office in managing the contract.
We are now providing contract management, maintenance
analysis, technical documentation, tailored Microsoft
Access database design, data warehouse implementation,
and public affairs support to this premier DeCA program.
Most recently, we supported the Agency in a best value
source selection for the technology refresh of a major
DeCA system and are now continuing with program management
support. |
